    You will serve as an ACCOUNTANT in the FINANCIAL MANAGEMENT, FINANCIAL OPERATIONS & SYSTEMS, SYSTEMS OPERATIONS BRANCH of NAVAL FACILITIES ENG COMMAND ATLANTIC.


    Responsibilities
    • You will apply accounting principles, theories, concepts and practices in new and novel ways to solve problems where no clear precedents exist.
    • You will develop or modify local accounting instructions or policies that shall be adhered to by BRAC PMO personnel.
    • You will participate on accounting policy and financial statement coordinating committees.
    • You will personally meet with and assists management officials in applying financial data and information derived from financial statements, reports, ratios etc., to assist management in overcoming operational problems.
    • You will analyze the impact of proposed changes on current accounting procedures or systems.

    • This is a Financial Management Level II certified position per the National Defense ization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
    • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
    • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

    QualificationsIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing financial analysis and interpreting Department of Defense (DOD) fiscal and administration policies and legislation covering highly sensitive financial programs or specialized functional programs; 2) Examining documents, records, accounting reports and processes to assure conformance with financial regulations and policies such as: Generally Accepted Accounting Principles (GAAP), DOD, Financial Management Regulations (FMR), Comptroller General Decisions related to appropriations law, and Federal Acquisition Regulations (FAR) that pertain to appropriations use; 3) Monitoring accounting systems covering operations and expenses for such items as payroll, travel, transportation, supplies, rents, services, inventory, or commercial accounts; 4) Planning, developing, and coordinating financial management improvements necessary to comply with such legislation and regulations as the CFO Act, the Federal Managers' Financial Integrity Act, the Government Performance and Results Act (GPRA), and Office of Management and Budget (OMB) directives; 5) Providing advice and guidance covering a variety of policies and requirements including developing or modifying accounting policy.

    Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

    A degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
